The State-building and Reconciliation Support Program (SRSP) is a comprehensive initiative to support the state-building process in Somalia and contribute to the establishment of a stable and reconciled federal system. One of the program’s key objectives is to assist the BRA in establishing and supporting the National Reconciliation Framework /Forum, reconciliation plans, and federalism process at the FGS and FMS levels. To achieve this goal, the program will focus on institutional capacity development, training, research, and support for national reconciliation plans and conferences.
The SRSP will also facilitate the development of Reconciliation forums/bodies and required public administration grievances mechanisms at the FGS and FMS levels. Additionally, the program has allocated resources to ensure the participation of both FGS and FMS, provided such involvement is agreed upon between the state, communities, and federal officials. With the support of the UNDP, the BRA is seeking to short-term time facilitator to bring three options related to the Mogadishu status Forum.
Output 1: Improved policy, planning, and programmatic linkages for the effective implementation of national reconciliation and collaborative governance at FGS, FMS, and District levels
Output 2: Processes of consensus building on federal framework and mechanism(s) for intergovernmental relations between and within FGS and FMSes are strengthened and the capacity of civil society for policy advocacy and public accountability is enhanced
Output 3: Operationalization of power allocation is supported, and institutional capacity is enhanced on ‘functional unbundling’ and development of sector-specific governance frameworks at FGS, FMS, and District levels.
Output 4: Operationalization/outreach of an inclusive legal identification eco-system sensitive to the social contract is enhanced and national/regional counterparts are operationally equipped to deliver their institutional mandates effectively and efficiently.
The SRSP counterparts include the Federal Ministry of Interior, Federal Affair & Reconciliation (MOIFAR) as the co-signatory from the Federal Government of Somalia, and the following would be the core implementing partners: Office of the Prime Minister (OPM); Federal Ministry of Interior, Federal Affair & Reconciliation (MOIFAR); BRA. National Identity and Registration Authority (NIRA) Ministry of Interior Federal Affairs & Reconciliation, Galmudug; Jubbaland Ministry of Interior, Federalism and Reconciliation(MOIFR); Office of the President/Ministry of Interior, Southwest (OoP, MoI, Southwest State); Office of the President, Ministry of Interior/Reconciliation Hirshabelle (OoP, MoI/R Hirshabelle); Puntland Ministry of Federal Affairs and Democratization (MOIFAD) and civil society organizations including NGOs and INGOs.

TITLE DETAILS

1. Background
The Banaadir Regional Administration (BRA) is organizing a high-level dialogue meeting aimed at discussing and shaping the future governance structure of Mogadishu within Somalia’s federal system. The meeting will bring together key stakeholders, including government representatives, community leaders, and civil society organizations, to build consensus on the most viable governance option for Mogadishu. To ensure the success of this critical event, BRA seeks to facilitate a Dialogue Meeting Facilitator and Documentation Specialist.
2. Objectives:
The primary objectives of the contractual service are:
To effectively facilitate the dialogue meeting, ensuring productive discussions and consensus-building among stakeholders.
To meticulously document the proceedings of the meeting, including key discussions, decisions, and the development of a roadmap for implementing the chosen governance option.
3. Scope of Work: The contracted individual will be responsible for the following tasks:
Pre-Meeting Preparations:
Collaborate with BRA to finalize the meeting agenda and structure.
Assist in the identification and invitation of key stakeholders.
Prepare background materials and briefing documents for participants.
Design and implement facilitation tools and methods to guide discussions.
Facilitation of the Dialogue Meeting:
Lead and moderate the one-day dialogue meeting,
Ensuring active participation and focused discussions.
Manage working group sessions,
ensuring each group remains on topic and produces actionable outcomes.
Facilitate the plenary session,
Guiding stakeholders toward consensus on the preferred governance option.
Ensure the smooth running of the event,
Addressing any issues or conflicts that arise.
Post-Meeting Documentation:
Produce a comprehensive report detailing the meeting’s proceedings, including summaries of discussions, key decisions, and the agreed-upon roadmap for implementing the chosen governance option.
Prepare minutes of the meeting and any supplementary documents as required.
Submit all final documents to BRA within the agreed timeline.
4. Deliverables:
The contracted individual is expected to deliver the following:
Pre-Meeting Materials:
Finalized meeting agenda.
Participant briefing documents and background materials.
Facilitation of the Dialogue Meeting:
Effective moderation of discussions and working group sessions.
Consensus-building and resolution of any arising conflicts.
Post-Meeting Documentation:
Detailed meeting report, including key outcomes and the implementation roadmap.
Meeting minutes and any additional documentation.
Qualifications and Skills:
Extensive experience in facilitating workshops and training,
preferably in Peacebuilding, Governance, Conflict resolution,
communication, and Community integration principles
Strong communication and interpersonal skills, with the ability to engage diverse groups of people.
Knowledge and understanding of good governance and DPCs’ role in security and social cohesion
Ability to work collaboratively with youth and community mobilizers.
Excellent organizational and time-management skills.
Bachelor’s degree in a relevant field with 5 year’s experience
The BRA will be conducting a desk review process to identify qualified candidates for available positions. This will involve retrieving a pool of CVs from a roster list and then conducting interviews with the most promising candidates. This process helps to ensure that the BRA is able to recruit highly qualified individuals who will be able to contribute to the BRA.
