Zelensky and Rubio Arrive in Saudi Arabia for Russia Ceasefire Negotiations
Ukrainian President Volodymyr Zelensky and chief US diplomat Marco Rubio have arrived in Saudi Arabia to engage in ceasefire discussions, as Ukraine’s proposal for a partial truce has sparked hopes for a breakthrough after three years of conflict.
Mr. Zelensky, who recently had a public dispute with US President Donald Trump, landed in Jeddah where Mr. Rubio cautiously expressed support for the idea of an aerial and naval ceasefire.
The talks scheduled for tomorrow between Ukrainian officials and Mr. Rubio’s US delegation will mark the first meeting since Mr. Zelensky left the White House without signing a minerals agreement requested by Mr. Trump.
The two leaders exchanged sharp words in front of global media regarding the ongoing war with Russia.
In light of recent developments, Washington has halted military assistance to Ukraine, along with restricting intelligence sharing and access to satellite imagery, in an effort to pressure Ukraine into negotiations with Moscow, which initiated its large-scale invasion in February 2022 under President Vladimir Putin’s orders.
“These ceasefire options are straightforward to implement and monitor, making it feasible to start with them,”
Mr. Rubio suggested that the concept holds potential.
“I’m not implying that it’s sufficient on its own, but it represents the kind of concession necessary to conclude the conflict,” he told reporters.
“Achieving a ceasefire and ending this war demands concessions from both sides.”
Mr. Rubio also expressed hope to “resolve” the suspension of military aid that threatens to undermine Ukraine’s efforts.
“I believe addressing the general pause in aid is something we should work towards. Clearly, what transpires tomorrow will be crucial to that,” he commented.
Mr. Zelensky was expected to meet with the de facto Saudi ruler, Crown Prince Mohammed bin Salman, later today before his team meets with the US delegation tomorrow.
‘Framework’ for peace deal, ceasefire
According to a source briefed on the preparations for the talks, reported by Britain’s Financial Times, Kyiv’s proposal for a partial ceasefire aims to persuade Washington to restore military aid and intelligence cooperation.
British Prime Minister Keir Starmer conveyed to Mr. Trump during a call that he hopes the discussions will lead to the renewal of US military assistance to Ukraine, as stated by Downing Street.
Prior to his trip to Jeddah, Mr. Zelensky emphasized Ukraine’s desire for peace, attributing the ongoing war solely to Russia.
“Ukraine has been striving for peace since the outset of the conflict, and we have consistently maintained that the sole reason for its continuation is Russia,” he expressed on social media.
US Middle East envoy Steve Witkoff indicated that Washington aims to leverage the discussions “to establish a framework for a peace agreement and an initial ceasefire as well.”

In Jeddah, numerous Ukrainian and Saudi flags were displayed prominently on a major roundabout near the airport and along main roads.
In addition to Mr. Rubio, Mike Waltz, Mr. Trump’s national security adviser, has confirmed his attendance.
Mr. Zelensky stated that his negotiating team would include Foreign Minister Andriy Sybiga, Defence Minister Rustem Umerov, his chief of staff Andriy Yermak, and military commander Pavlo Palisa, who is also Mr. Yermak’s deputy.
Zelensky ‘offered to sign deal’
Mr. Zelensky referred to the White House incident as “regrettable” and expressed his willingness to collaborate with Mr. Trump’s “strong leadership,” also showing readiness to sign the minerals deal.
Mr. Witkoff mentioned that Mr. Trump received a letter from Mr. Zelensky, labeling it “a very positive first step” and “an apology.”
When asked if Ukraine would sign the deal in Saudi Arabia, Mr. Witkoff responded: “I believe Zelensky has offered to sign it, and we will see if he proceeds.”
Mr. Trump has rekindled discussions with Mr. Putin and criticized Mr. Zelensky, causing concerns in Kyiv and among European allies that the US leader might attempt to compel Ukraine to accept a settlement favorable to Russia.
However, on Friday, Mr. Trump indicated he was contemplating further sanctions on Russia for its aggressive actions against Ukraine.
Last week, Ukraine’s European allies convened a summit with Mr. Zelensky, announcing a significant increase in defense spending. Mr. Starmer will host virtual discussions on Saturday to build upon the meeting.
Meanwhile, a senior Ukrainian official informed AFP that Russia could gain an upper hand against Ukrainian forces if the US continues to halt intelligence sharing.
“Should the situation persist for an extended period, it will provide the Russians with a considerable advantage,” the source stated.
